Scope and content : Despatch from the Government of India, Foreign Department (Frontier) to the Secretary, Political and Secret Department, India Office, dated Simla 7 July 1886, forwarding for the attention of the Secretary of State for India, Kandahar Newsletters No. 18, dated 3 June 1886, written by Mirza Muhammad Takki Khan, British Newswriter at Kandahar.Reports restrictions on export of iron from Persia to Herat: 'The people think this restriction has been made by the Persian Government at the instigation of Russia, and they believe that there is a firm alliance between the Russian and Persian Governments. ... They say that the friendly relations which already exist between the Perisan Government at the Amir are entirely due to the British, but they think that now-a-days these relations have become somewhat weak and that therefore the Perisan Government had forbidden the export of iron and war materials from Persian territory into Herat.'
