Description

Scope and content : Despatch from the Government of India, Foreign Department (Frontier) to the Secretary, Political and Secret Department, India Office, dated Simla 7 July 1886, forwarding for the attention of the Secretary of State for India, Kabul Newsletter No. 49, dated 18 June 1886, written by Lieutenant-Colonel Attaula Khan, British Agent at Kabul.Reports his attendance at the Amir's Wednesday durbar, at which various petitioners were heard. Amir addresses the assembled sirdars on the Russians: 'Listen. Russia has ruined all the Uzbeg Khans and chiefs. She has not left one of them unmolested—she has either killed them or under some pretext or other deported them to Siberia. Those only, who are wandering about like fakirs, have escaped the general doom ... The Russians are great tyrants...' Also mentions Kulmans imprisoned by the Amir, whom he intends to deport to Badakhshan.
