Scope and content : Despatch from the Government of India Foreign Department (Political) to the Secretary of State for India, dated 29 January 1875, containing copies of papers '(1) from the Resident in Nipal on the subject of the trade between India, Nipal, and Thibet,and (2) from Mr. Edgar, the Deputy Commissioner of Darjeeling, of his proceedings inconnection with his visit to Sikhim and the Thibet frontier.'The despatch concludes that 'we are not satified of the propriety of incurring expenditure on the construction of such a road [through Sikkim] at present,' and that 'it would, in our opinion, be inexpedient to act upon the suggestion of the Minister at Pekin to despatch a mixed official and commercial mission into Thibet without reference to the Court of Pekin.'
