The Kotwali establishment are treating people just as they like, and unjustly levy fines from them. Although the Governor hears of these oppressive acts, yet he takes no notice of them, because the Kotwali of Kandahar is under the orders of Naib Mir Sultan, who has access to the Amir and enjoys His Highness's confidence. The Governor is therefore careful not to thwart him.'
