Scope and content : Despatch from the Government of India, Foreign Department (Frontier) to the Secretary, Political and Secret Department, India Office, dated 14 July 1886, forwarding, for the information of the Secretary of State for India, Kandahar Newsletter No. 19, dated 11 June 1886, written by Mirza Muhammad Taki Khan, British Newswriter at Kandahar.'The Governor seldom leaves his house now on account of the Ramzan fast. The Kotwali establishment are treating people just as they like, and unjustly levy fines from them. Although the Governor hears of these oppressive acts, yet he takes no notice of them, because the Kotwali of Kandahar is under the orders of Naib Mir Sultan, who has access to the Amir and enjoys His Highness's confidence. The Governor is therefore careful not to thwart him.'
