Scope and content : Despatch from the Government of India Foreign Department (Frontier), to the Secretary, Foreign and Political Department, India Office, dated Simla 28 June 1886, forwarding for the attention of the Secretary of State for India, Herat newsletters nos. 47 and 49, dated 29 April 1886 and 5 May 1886, written by Mirza Ghulam Ahmed.His report of 5 May is largely concerned with the 'Sahib [who] had arrived from Birjand on a bicycle, and it was not known whether he was a Russian, or who he was.' This later turned out to be Thomas Stevens, the first round-the-world cyclist.
