Scope and content : Despatch from the Government of India, Foreign Department (Frontier) to the Secretary, Political and Secret Department, India Office, dated Simla 2 July 1886, forwarding for the attention of the Secretary of State for India, Kandahar Newsletters Nos. 16 and 17, dated 19 and 27 May 1886 respectively, written by Mirza Muhammad Taki, British Newswriter at Kandahar.No. 16 reports that the Governor of Kandahar has accused Sahib Khan, Hakim of Tarin and Dahr-i-Rud, 'of tyranny and oppression over the people of those districts. On intercession of Mulla Ghulam Haidar Khan, the original restitution of Rs.80,000 was reduced to Rs.2,000; Records visit of the Governor's grandson Sardar Abdul Aziz Khan from Kabul. Also notes that 'it is generally rumoured in Kandahar that Sardar Sher Ali Khan, late Wali of Kandahar, is raising a cavalry reigment, composed of Afghans, at Karachi, by order of Government, and is enlisting men for the same. The people draw their own conclusions from this unfounded rumour.'No. 17. 'Most of the civil affairs are administered by the officers of the cavalry regiment under command of Colonel Ghulam Hassan Khan, and they are greatly oppressing the people. As all the petitions and complaints of the people against the cavaltu are sent by the Governor to Colonel Ghulam Hassan Khan for disposal, the latter, being partial to his cavalry men, does not do justice to the people.'
